With the help of his best mate, Sir Alistair Bixby, Higgenbottom uses his hustles and street performances in a struggle to secure the “Quarters” of New Orleans and make it a home for all nationalities.
Higginbottom’s various hustles results in an over-the-top game of one-upmanship with Jacques and his French cronies. This leads to a series of comedic confrontations that eventually result in Higginbottom securing the freedoms of all his fellow New Orleanians against the French Quarter’s tyranny.
